Beritamerdeka.co.id – Reports on the failure of PT Nawasena Emas Cemerlang, owned by Nur Fitriani, to send dozens of prospective Hajj pilgrims to Saudi Arabia. This incident has deeply affected the victims.
Key Points of the Incident
Victims’ Reluctance to Report: Despite the profound impact, the victims are hesitant to report the case to law enforcement officials (APH), but PT Nawasena Emas Cemerlang, owned by Nur Fitriani, is still held responsible.
Company’s Lack of Proper Licensing: PT Nawasena Emas Cemerlang is not an authorized Hajj and Umrah departure company.

However, Nur Fitriani, who is also a member of the Tegal City DPRD (Regional House of Representatives), audaciously provided the pilgrims with work visas instead of Hajj visas.
Strict Hajj Policies in 2025: The year 2025 has seen extremely strict Hajj pilgrimage policies implemented by the Kingdom of Saudi Arabia (KSA) for pilgrims worldwide. This strictness proved to be a major hurdle for Nur Fitriani’s company.
Intervention by Immigration Officials: Nur Fitriani’s venture with PT Nawasena, which lacks PPIU (Umrah Travel Organizer) and PIHK (Special Hajj Organizer) permits from the Ministry of Religious Affairs (Kemenag RI), was halted by Immigration Officers at Soekarno-Hatta Airport. The pilgrims, of varying ages, were found to have work visas instead of Hajj visas, leading to the case being handled by the Airport Police.
Alleged Legal Violations by Nur Fitriani: As a legislator in Tegal City, Nur Fitriani is suspected of multiple legal violations, including this Hajj pilgrimage departure with her company that does not possess the required PPIU and PIHK permits from the Ministry of Religious Affairs.

Kemenag’s Statement
Ahmad Muhdzir, S.Ag., M.M., Head of the Tegal City Ministry of Religious Affairs Office, confirmed that while PT Nawasena Emas Cemerlang’s company permits include activities in Umrah and special Hajj travel, they do not have the necessary PPIU and PIHK licenses from Kemenag RI.
He suggested that the company might only be acting as a channeling agent for licensed bureaus. Muhdzir also stated that his office is not in a position to determine whether a legal violation has occurred, as that is the purview of legal institutions.
Kemenag’s Appeal to the Public
The Ministry of Religious Affairs urges the public to be more selective and cautious when choosing Umrah and Hajj bureaus. They advise people to check and recheck to ensure the bureau has official permits from the Ministry of Religious Affairs, which can be verified through the Kemenag website.
They also caution against being easily tempted by cheap offers, immediate departures, and so on. For a safe and comfortable Hajj and Umrah experience, they recommend registering with Kemenag and seeking confirmation and consultation to obtain accurate and appropriate information.
